I take off the tags. I make sure and get a gift reciept in case the person who got the gift wants to exchange it.

My mom has this habbit of taking them off, I used to leave them on. But it does make since for 2 reasons to take them off.
1. If it is cheap, they won't know how cheap it is.
2. If it is expensive, they won't feel bad if they got you something cheap.
But, if they take the price tags off too, then you won't know if the gift is cheap or expensive, therefore, they won't feel bad about the gift that they gave you, and you won't feel bad if you left the price tags on because you won't know how much the gift they gave you cost. It doesn't really matter either way, nor does it make since. It all depends on what you wanna do.

I will tear the actual price off, but leave the tag for easier returns

I usually cut the price off of the tag in case they need to return it for whatever reason

you might want to leave the actual tag on, in case she wants to return it, but ink over of scratch off the part that says the price.

well if its clothes, i just take off the part that has the price (but i keep that little scan thing on)
but everything else i will take off the tags!
