any software, tried to reboot in safe mode, and run the online scan but cannot type while in safemode HELP???!!!!!

Go into Safe Mode with Networking. You will be able to access the internet. The link below is a free online virus scan.

thts the trouble of having dell.. my previous employer lol .. dont worry call their customer care if possible...
dont u have any antivirus? if yes then just goto safemode and scan the system.. but i think its a boot sector virus..
neways go to safemode with networking and then open ur browser and go to housecall.trendmicro.com and scan it if not let me know i will send u one cleaner ..

If you can not carryout system restore, you may have to format the hard disc. I can give you a link that deals with hard drive problems. Some drive problems can be easily fixed by yourself using easily available tools. I found the info at http://fixit.in useful. Try this site, if you can get what is required.

It could also be that your mother got tired of you downloading a bunch of junk and blocked that function of YOUR account under the administrator setting.
You don't mention having asked her about your problem. I think that should be your first step, since it is HER computer.
