go get some oil based kilz or bindz primer.(it really needs to be oil based) prime the walls with a long nap roller with out overlapping strokes. the next day go over the spots that you skipped the first day, again dont over lap any wet areas. on the third day, go ver the whole wall with primer. on the forth day the wall can be painted as usual.

ive had to do this in a few old rent houses and it works pretty well. the kilz primer "glues" the wallpaper back down.

You could try to reglue the paper then prime/paint it.

There are also "wallpaper liners" available that are simply blank (or plain embossed) wallpapers that are used to cover up bad walls. They're thicker than regular wallpaper and help to disguise blemishes like stress cracks. Afterwards you paint it any color you like.
They are not expensive as far as wallcovering goes and can be purchased at Lowes or Home Depot. I used this in my bathroom which had been finished off with "fake tile" masonite boards. It looks great and hasn't even started peeled in 4 years even with high humidity.
Good Luck.

You can, but future generations will protest your admission to heaven. Painting over wallpaper is just plain lazy. I feel for your budget issues, but do it right or don't do it at all. The walls will crumble with paint too.

You can, but it will look like you painted over wall paper. The water based latex will soften the wall paper glue. Go ahead and strip the wall paper off and use spackling to cover the cracks in the wall. The walls will not fall down.
