Strong ambitious leaders, a strong military and a well organized system of travel and rule over the conquered peoples and the areas that surround and connected them. also, the fact that they were relatively tolerant to people out side of rome itself let people go on about their as long as they paid their taxes

Well, having the Mediterranean Sea as the mid-piece of the empire helped, but the biggest Roman " secret ", at least at first, was not to mess with the local customs and gods, just hold the ultimate power.

they built roads and the roads and the communications available because of the smooth highways ,, meant they could recieve daily reports from the farther reaches of the empire ,,and they absorbed the armies of the natives into the roman auxillaries like ,, persian calvary would be used to fight the german tribes or ,celtic or balearic slingers would be with the romans fighting the greeks ,,the ability to impose their laws and customs ,,and the census meant they controlled all facets of life for everyone ,,

It didn't. Rome's vast empire was made up of subject people, who never were Roman citizens. They were governed by Roman rulers, but never elected their own officials. In short, it was rule by might and there was no unification about it.
