Pi is a number just like 2 is. Asking what pi is equal to is the same as asking what 2 is equal to.
Pi is the ratio between a circle's circumference and its diameter. It is approximately equal to 3.14159, but it is irrational and cannot be written as a single fraction.

22 / 7 is a good approximation.
