Mostly an egocentric, greedy loud-mouth. To give the devil his due, he did have some talent for organization, and some of the advances of the Luftwaffe were the result of systems he set up.

To the German war effort, most definitely. He modernized the Luftwaffe(airforce) to make it the best in Europe. Do to his experience as a fighter pilot in WWI and as a test pilot between wars.
An over rated loudmouth? I doubt it. No one was a loud mouth around Adolph Hitler or Heinrich Himmler. Goering was as frustrated as any other professional soldier was then. Frustration can cause a man to do strange things. Desperate men do desperate things.

In fat he was Reichsmarschall who was the ace pilot in the WWI but in the WWII he made a large effort to improve the aviation but in the end of the war he became demented because he was addicted to morphium which he had been using since the WWI.But in general he was the person that really improved the German aviation during the wwii

He was, unfortunately, very effective in his official roles until he got re-addicted to morphine. He'd successfully kicked the habit years before, then in mid-war had to take pain pills after some dentistry and got back on narcotics. Even after he was back on drugs, he was successful at motivating the German people. He was a brilliant speaker, a charismatic liar...they loved him.

When not on drugs, he apparently had plenty of administrative talent and energy and the ability to multitask. One of his unfortunate innovations was the concentration camp, a concept he cooked up to contain dissidents and get cheap labor out of them. On the brighter side, he is responsible for draconian laws against hurting animals or smoking in the woods and causing fires amidst the German forests.
