If he can't say he loves you forget it. If he does then it is better to talk to him about whether or not it might be on the table. You don't have to ask him to marry you but there is nothing wrong with telling him what you would like. He should know that you consider him worthy. If it scares him off (which in my experience rarely happens) then he wasn't worth it. Maybe he just hasn't gotten up the courage to ask you and was waiting to see what you thought of the idea. Of course, it could be that he just isn't sure yet and needs more time. Then it is up to you whether or not you'll wait.

Tell him just like this - "I want to marry you". There's nothing wrong with that.
But keep in mind that there's always a chance that he may not feel the same about you. If he hasn't asked you to marry him, he might not be ready to breach this topic.

You need to have known him for a long time to be comfortable in telling him this.
If you are sure he feels the same way about you, and that he is open to the prospect of marriage, then go for it.
Plan a quiet time for the two of you and bring up the subject of marriage. Tell him how you feel and that you want to spend the rest of your life with him.

This is a very touchy subject when it comes to men. Chances are if he hasn't even hinted at the topic, he's not ready to discuss it. If you bring up a serious topic like marriage to someone who isn't ready, it may drive him away. So beware...
