No Matt Hardy is still a Smackdown superstar but they brought him to Raw and ECW for a couple shows so they could have the Hardys be reunited
SPOILERS(Dont read if you dont want to know)
Matt Hardy is going to eventually move to Raw and him and Jeff are going to become a full time team and will evetually win the titles again
The plan right now is for the Hardys to win the tag titles between Royal Rumble and Mania but plans can change so that may not happen

His SmackDown! contract probably expired. They're not about to stop the Hardy Boyz reunion hype though, so they probably will just have him on a very loose contract, in some cases known as an "announcer" contract. That means that since you're not paid to wrestle or stay fit, you can wrestle for whoever you want.

On WWE.com he is still a smackdown superstar but for the last couple weeks he has not been on smackdown but on raw so I think there will be a trade if not soon then after wrestlemania

no but he's been on raw and Jimmy Wang Yang is the contender for the Cruiserweight so I don't know what will happen.
