Use liquid. It takes a little practice, but it makes a nice clean, thin line.

When it comes to proper skin care and make-up application it's all about "steps". Leave out a step and things can get messy!

Step one: Make sure skin is clean and treated with appropriate moisture product (ie: eye cream for eyes, face moisturizer for face, etc.)

Step two: Use a good concealor all the way around the eyes. Make sure to blend it all the way up to the eyelashes on both top and bottom.

Step three: POWDER, this is essential to avoid running and bleeding. Apply pressed or loose powder with powder brush or a clean sponge or "puff". Again make sure to apply evenly all the way to the lashline.

Step four: If using an eyeliner pencil make sure it is properly sharpened. As mentioned in other answers, you can also use a good eyeliner brush and eyeshadow (wet) to do the job or liquid eyeliner.

Step five: Close the eye and GENTLY pull the corner of the eye out slightly.

Step six: Use small strokes to make many little lines connected together rather than trying to make one long straight line. You will have much more control this way.

This advice is from a fully trained cosmetologist with over 20 years experience in the skin care and make-up industry. I have travelled the country with many of the top cosmetic companies.

do you use the pencil liner? if so try liquid liner the type that as the thin tip and it will stay on all day

Liquid eyeliner will work very well for that, but believe me, from experience, it'll take awhile before you really get accustomed to using it. Be patient and experiment with it differently everyday, and in no time you'll have what you're looking for. PLUS it'll stay on all day usually.

Liqiud eye liner or use black eye shadow to make the line. It works! Try it

sometimes you can buy thick or thin pencils get the thin ones and make sure its sharpened

I either use liquid or a wet angled brush and eyeshadow.

a wet q-tip and fix it

Shelaq by Benefit will keep your eyeliner in place, and keep it from running.
