Yes, absolutely. There may be supplements that need to be added, but RO water is definitely better than tap as it removes the chemicals added by the municipal water supply. RO can be used for any purposes that distilled water can.

I don't know what RO water is, but any water you can drink will work just fine.

Sure- RO water will work just fine for turtles. After all, they don't breath it like a fish, or absorb it through the skin like a frog.
