get a new 1, could be a froze up, or bad starter

if it hasn't been run for a few years it is probably seized up. Remove the sparkplugs and spray some kind of lubricant down the cylinders. I have found that CRC spray works pretty well. Then let it sit for a day or so then put a socket on the crank pulley and try to turn the engine with that. once you get it to turn try the key...if the battery and starter are good it should turn over...do this with the plugs still out at first so to clean out the cylinders. once you have it turning over well with the starter put the plugs back in and it should start for you.

After you figure out whether the engine is seized by reading the other answers and it still doesn't start I would bet on the solenoid located on the starter. Bang on it with a hammer a couple times while a buddy turns the key.
My mid nineties cavalier went through a bout like that after it sat for six months.
And no, after a couple times it didn't stick anymore and I drove it for another 10,000 (200,000 total) of course it was a stick and could be pushed started in a pinch.

See if you can put a socket on the crank shaft bolt and turn it over by hand with either a big *** ratchet or a breaker bar.
I you can't remove the spark plugs and try the same thing. If you can finally get it to turn over by hand crank the engine with the key but out doors with the sparkplugs out!. One of the fuel injectors could be stuck and pouring gas into one cylinder causing what is known as Hydro-lock. If gas shoots out of one of the spark plug holes you need to replace the injector causing the hydro lock. If you still haven't been able to turn it over get a high quality lubricant like PB Blaster and soak the cylinders with it. Meaning spray it in the spark plug holes and saturate inside the top of the piston. Then wait a few days and See if you can turn it over then.

Possibly the starter solenoid or bad connections with battery terminals. Check and make sure ground wire for battery is secure to engine block. Really gonna be a process of elimination.

if you don't no what youre doin take it somewhere but its either the battery terminals, the starter, or maybe even the flywheel.

dump oil down the spark plug holes.turn it over without the plugs in it.
