i used to work for the rating dept of westminster council, call your local planning dept they are usually very helpful and could point you in the right direction or help you.
you will not have to pay any 'business rates' on the premises whilst it's empty though, that will help matters.

You do not state which country you are in.Have you tried The National Lottery. They allocate money to good causes, so maybe listed buildings is or could be included. Approach your county hall, maybe your mayor's department, could put you in contact with possibly the grants department, and let them advise you of the monies available for maintenance, and repairs of the area you reside.Alternatively, you are not the only person with a listed building so if you contact others that live locally who also have listed buildings they might be able to advise, as to the people, and grants made available to them. no the listing applies to planning permission.
it stops you taking the authority for a ride and sucking the guts out of their budget and turning it into a macdonalds
