i am currently making tea 2-3x/day, but have noticed a film now in my steeping container, as well as my mug. Can that be a sign they have gone bad?

That is not a sign of the leaves going bad. It is just the tea staining the container and mug.

As long as you keep the leaves dry they will not go "bad". They will eventually loose their potency though. Usually what you will notice when this happens is that they don't have as strong of a smell as when you first bought them, although you can still make a tea of the leaves and drink it.

no thats just the oils.

when they start to wilt...get soft spots....change color...etc
