Serious answer. Very little. You just need the paperwork involved to legally start a company.

As for salarie(s). Noone said anyone HAD to get paid.

As for equipment. That all depends on if its a company on paper or a REAL company. The later would involve millions for research/equipment.

It all depends on whether you are going to space, or exploring space using radio telescopes (like the SETI program).

Not much.

First you need to rent a small garage with space for a desk, a light, pencils, paper and a telephone. Make the necessary arrangements for Electricity, heat, water, and telephone service. Apply for a business license and print up some business cards. You could be in business within less than 30 days for less than $3000.

Now that you are in business, you will have to do something to earn money and continue to pay the bills for the rented space,
utilities and telephone. I would suggest you explore the space around your rented garage first. Possibly you will find some money making opportunities nearby.

With the money you earn purchase some good books on Astronomy, and maybe a really good telescope to use at night to look into the universe and see what is out there.

A LOT of money. Space exploration is extremely expensive. That is why it is controlled by the government. They spend billions of dollars every year.
