How about bath products and candles....something pampering.
Gift certificate to her favorite resturant or store.
I like the collage of pictures idea- inexpensive and sentimental.

Does she like to decorate for Christmas? There are lots of beautiful things to buy for Christmas decorating and every year she'll pull out the gift and remember you. At the JCPenney home store they have lots of neat christmas decorations all like 60% off. Snowglobes, nativities, candles. . .

you should get her a mall gift card or silver jewlery from sears they have lots of sales.If you live in Canada go to the bay or winners they have lots of jewlery all real half the price or if you live in america you can go to Tjmax same there half price of jewlery. If you want to really impress her you can go on ebay and get lots of stuff brand new for great prices. If you cant decied then take her shopping with you

I'm a 34 year old mom and I want a charm bracelet.
You can start it with your initial (siblings too) then add to it at future holidays.
Memories and love are the best gifts. Dont forget to give her a hug too.

if you can get to an elder-beerman, kohls, or kaufmann's they're having some incredible costume jewlery sales... what about finding her a necklace that says "mom." or "i love you"
OR
you could make her something like a collage of pictures of the two of you on a posterboard.

candles, i got this one for my mom a couple of years ago that had these childish drawings on it and under it it said mom and daughter. she really loved it. they sell them at Hallmark
