So, my 13 y/o son had his girlfriend over to watch a movie. I was upstairs for about 15 minutes, and when I came back down, they were making out? I don't think he noticed I was their either. Should I do anything, or is this normal?

This is definately normal. You would be surprised what kids his age are already doing. I'm a 15 year old and I have witnessed a lot and heard of a lot. There are kids younger than me having sex. All you can do is trust your child to make his best judgement. If you trust him to make his own decisions don't interfere. If you think he could take this to a different level which you don't believe he is ready for than speak to him about it and see where he is coming from.

If you had great parents, think back to what they would have done..You are concerned, that means you care. If all else fails use you best judgement. Everyone does things different. Do it your way...You can't go wrong..

Normal.....you could always ask if he saw you standing there and that you did not want to interrupt. I would not embarass him, but you could try to get some communication going.
