Well if you don't know what emotionally attached is then you're to young and inexperienced to be dating.
He has a girlfriend (or maybe a boyfriend) and he has strong feelings for them.

You mean "emotionally attached"?
Well that means that he`s emotionally unavailable to commit to you, to love you and to be in any kind of relationship with you, what else?
In other much simpler words for you limited intellect & understanding:
HE ALREADY HAS A WHOLE RELATIONSHIP WITH SOMEONE ELSE!!!
Is that in anyway unclear?
If you don`t wish to get seriously hurt, I suggest you leave that guy well alone and move on to someone else who will be free & "emotionally unattached"!!!
