tenuously at best; the motive is usually not logic anyway, so without that as a motive any relevancy is peripheral at best. nation building usually starts as a means to an end of rulership the aborning citizens see as unfair. that is all.

there is no logic to nation building, only emotion. thus the relevance is it's very lack of relevance. the only emotion that is involved is power and how to achieve, and keep, it.
