Oh, one of the Egyptian Pharaohs.

For our current era, I believe it was Alice Cooper, Robert Smith wears it best, though.

Probably some punk rocker from the 70 or 80's like Billy Idol....or I know David Bowie wore eyeliner too

well i am sure they did it sometime long ago in history, as they did some very condidered girlish things long ago.

but as for in the 20th century, i do not know.
