m1 is correct about the standing requirement for a case in the judicial system. It sounds as though you need a real plaintiff; a man or woman who was personally affected.

As an individual citizen or as the representative of a group, however, you can advocate for a change of law through the legislative process.

Sounds like somebody tried to bring a matter to court when they did not have a case.

Do you understand the idea that you cannot simply walk into a court and file a claim unless you can show some reason - such as an actual victim?
