I cannot change it in the contol panel or by right clicking on an image. Is this a result of a virus or something?
Its annoying as the wallpaper has changed to a garish pink -not good for the eyes!

Try right-clicking on the desktop.
select Properties
choose the "desktop" tab
look to the right for "color"

Can you not change things here?

Personally, I reset my wallpaper and screensaver to blank in order to free up RAM and increase speed. Graphics consume RAM.

The desktop properties are usually set by right clicking on the dasktop and selecting 'properties', as The Humble has said.
If after rebooting it is pink again it could be a virus, run your anti virus in safe mode.
You may need to switch off System Restore as back up files will be hiding in there, and it will just restore itself. Go to Start - programs - accessories - system tools - system restore.
Run your anti virus and anti spyware in Safe Mode. To get into Safe Mode repeatedly press the F8 key after the bios screen loads but before Windows loads. You'll know if you made it because the screen will be at 800 x 600 and your pc will be slow.

Theres a full list of software on my blog. Its all legal freeware, it will help clear the problem if its malware.

Sounds like a virus maybe, do a virus scan. Also, there are different ways to change the background you might not have the properties set right.

If this is a work or school computer, it could be a Group Policy.

It could be a tweaking utility (like PowerToys) that you can stop the background from changing.

Alternatively you could have enabled active desktop and be looking in the wrong place.

Last one would potentially be registry corruption.

Do a search for ".bmp. Usually near the top of the list will be a file called internetexplorer.bmp. That is probably the picture and you can delete it. Be sure you show thumbnails in search and you will be able to spot it right away.

Good Luck
