Absolutely. The detainment of people without charge or legal recourse is the most egregious violation of civil rights by this country since the enternment of Japanese-Americans during WWII. The United States is supposed to be the world leader in human rights, not a bunch of jackbooted thugs.

It's final legal status should be determined and those individuals held as detainees POW should be moved to POW status.
Those to be charged with war crimes should be tried by the military tribunals with appropriate legal protection and oversight.
Many people have already been released.

The military base should not be shut down. The detention camps should not be shut down either BUT there should be some oversight on who they detain and what they do to them.
