As far as a world map, you can download a free one to your computer from the CIA's website. I know it's not a paper map, but it is a pretty good one that I reference when I want to see where countries are. That map can be found at http://www.cia.gov/cia/publications/factbook/index.html

As far as the US, I don't know where you could get a paper map of the entire country for free. However, you can get free maps for individual states! Find the website for the Department of Transportation in the state you want, and then search the website for a link to the official state highway map. Most state DOTs will mail you a free map upon request, and I have a ton to prove it!

Another online site that I enjoy is the University of Texas Library's website. They have a collection of many different maps you can view online: http://www.lib.utexas.edu/maps/

If it has to be free I would go to the local library. Go to the reference section. Tell them what you want and maybe they can tell you where you can get one, and you may be able to get one in an old National Geographic magazine which can be found at many libraries for free also. You might also like Google Earth online.
