Which is the best?

I won't be playing any games on it to be honest, purely for browsing the web and editing a few photos? So would MAC OS X v10.4 TIGER be the best for that?

Given the innovations, and information that Vista isn't some thing yet crap...i might say pass Tiger. i'm going to if XP ever drops out of help. Why now not evaluate identifying to purchase an entire set up of XP expert?

Get a newer Mac (as in, one with an Intel Processor) and you get the best of both worlds. You can run iLife which is wonderful for organization of your photos amongst other things and the new Boot Camp will let you run all of those PC only programs as well. Plus, Mac OS Leopard will be coming out in 2007! http://www.apple.com/macosx/leopard/

Mac generally has the better graphics programs. Everything else runs on Windows, esp the high-end computer games.

There is no picture editing software that doesn't run on OSX 10.4 Tiger that is even worth mentioning. All the best programs are OSX compatible. There is no frustration factor where Macintosh is involved. Windows is so lame that it will have you ripping out clumps of your hair because of the sheer idiocy of it.

Mac OS have the best software for picture and video if I were you I would go for it

Tiger for the casual browser, and VS for more heavyduty stuff, like programming.

It's a no contest, the Mac wins hands down every time. It's a more stable and purer system and best of all its updates arrive as fast as they are needed. It keeps the bugs away also.

listen to the windows idiots, and you'll just get windows.

listen to the mac geeks (I'm one)and you'll get mac + unix + windows on the slide (should you ever wish to catch a virus)
