Yes, an Altoid tin will set off the metal detector! The personnel may then require it to be opened to show them the contents.

Don't know why they do for you, but I have the same problem due to a couple of steel bits in me from a misadventure during Desert Storm. I love flying, but these days I damn sure hate airports!
