A crusty baguette sliced in rounds served with a good extra virgin olive oil and balsamic vinegar to drizzle on top is very nice. Simple and cheap, and looks fancy.
Or... toasted baguette rounds with chopped tomato and fresh basil on top with a few capers, drizzled with olive oil and balsamic vinegar. The fresh basil will cost you a little more, but it's still cheaper than a cheese plate!

creamy duck pate spread onto wheat bread toasted and cut into small squares with tidbits of either pipe onions, mandarine slices, or small slices of apple make great, fancy appetizers that aren't expensive at all - but they sure seem like they must be!!

bring a bottle of wine and put somw thought intob the wrappng ..this way your host will remember how much thought you put into the gift it wil be a plus for you and the wont care how you spent on it ...its the thought that counts!!!!
