The catalytic converter is there ONLY to control pollution, that's the only job it does. You will not damage your exhaust system, but you will damage the enviroment. You will also make slightly more power.
Also, not that this will affect your decision, but even if your state has no emissions testing, it is still illegal to remove your catalytic converter. Although I wouldn't be worried about getting charged with anything, the worst I've heard is someone being told to put it back on.
So, in summary:
-no damange to exhaust
-more power due to less restriction in the exhaust
-will damange the enviroment

I think catalytic converters are federal emission requirements. If I remember correctly, fines can be quite stiff.
In general though, I don't think they're necessary to have a decent running vehicle (assuming it was originally equiped with one).

Depending on the year and engiemanagement systems. If you are talking about a carbuereted engine, you bet, have fun with your straight pipes or glasspacks. You can even get away with it on a throttle body injected vehicle like 90's GM's. If you are talking about a new vehicle you may run into computer/ engine management control issues.
It really all depends on the year model. There are ways to "delete" that cat and fool the computer with fake O2 sensors but that may not even be needed for you. It all depends on what vehicle you are talking about.

depending on how new the vehicle is. removing the cat on newer vehicles can cause adverse drive-ability problems. as far as causing more pollution, consider this...if you wanted to kill yourself by carbon monoxide asphyxiation in your garage, a car equipped with all the current pollution devices will kill you just as fast as any pre-emission vehicle would.

If your vehicle has come with a cat then its best to keep it there for the smog reasons. If it does not have one it will run just fine and wont hurt anything.

sometimes the O2 sensor or egr valve are tied into the cat converter. if so it may make the car run rough or not run at all. if yours is not tied into these 2 you should be ok.
