There is no law that states you have to have any kind of strategy to fight a war, so it's not "criminal" to do so. Definitely stupid, but unfortunately stupidity isn't illegal either.

This question goes directly to the point of our country's discontent with the policies of the Bush Administration. This anger over strategy was demonstrated in the November mid-term elections which turned over control of the House of Representatives and the Senate to the democratic party. This discontent cost Donald Rumsfeld his job as Secretary of Defense. Ignoring the advice of the State Department prior to Operation Iraqi Freedom, rejecting the need for vastly greater troop deployments to secure the peace and stability after the invasion, and sending our troops to Iraq with unarmored Humvees may not be criminal, but show the lack of planning and judgment that has characterized the Bush White House.

No. We have to note one thing here, In war, there is no strategy which in itself is objectively certain. Though some strategies in the past had proven to be successful but they may not work at all times. The war on terror is a new form of war which both the USA and the world in general are still learning how to fight. How do you defeat enemies who have bombs tired around their body and are willing at all times to kill innocent civilians in order to frustrate their opponent.

Subjectively, I believe that the war on terror is a war of Conscientization of the Islamic fanaticisms. It is left for the Islamic religious leaders in their preaching to keeping trying to convince their members that the cause of 'Allah' can also be achieve through non violent means. Because the Islamic world like other major religions of the world are so protective of their religion, most of the Islamic believers may still be in denial of the violent means being employed by the fanatics. It's my humble opinion.

I believe that entering into a war on false pretenses is, or should be anyway. It amazes me how many people still believe that we went to war with Iraq because of 9/11. You would think, however, if someone were so desperate to start a war, they would at least have some kind of strategy.

All wars have a strategy when it's started. Once it has started plans are nearly always changed because of obstacles unforeseen. No, it's not called "criminal", it's only tactics.

Repugnant, yes. Criminal, no, given there are no laws against it. If you're looking to charge the President and his administration with crimes, you're going to have to fit their crimes into existing laws.
