"Santa" the mythical character lives at the North Pole. Santa came from the man St. Nick who went around and put candies in childerns shoes they left outside, yes techincally speaking he is a man. The tradition of gifts on christmas came from the 3 wise men giving gifts to baby Jesus, the two then came together to create Santa Claus as we now know him. It snows because water freezes at 32deg F. When it falls, it hits different temps where it freezes and then turns eventually into snow flakes. Hopefully i didnt just kill Santa for you, but you asked.

Santa lives in the North Pole. He was originally a man that went around town giving gifts to people. The tradition has changed to others giving gifts though now. It snows because when the climate gets to a certain degree then it starts to freeze and that is how snow comes down.
