To some extent. They can for example require men not to wear dresses to work (inappropriate for the business), though it would be difficult to require women not to wear trousers, unless the job was as a waitress at Hooters.
If the rules make sense because of the job performed - such as a health and safety issue - they can have separate rules. However, having different rules for men's earrings and hair as opposed to women's earrings and hair would be difficult to sustain.

If it is dealing with a professional dress code, they could tell men that they do not approve of them wearing long hair or earrings as these may be considered unprofessional by potential clients. To a degree, they can institute some different rules as what society veiws as a professional-looking woman is different from a professional-looking man.

It would be a grooming standard and upon being hired, you need to follow the companies policy, fair or not. Now, if its something that some boss came up with verbally, just for kicks, then you might have an issue, but keep in mind that a company can dismiss you, using a different reason. Not fair, but done.

yes because they want professional looking people.. a women with earrings and long/ short hair is professional. a man with earrings and long hair is not professional..
