If you have had your delivery notice, or know the attempted delivery date, you can do the following;
(Realize delivery people are swamped at this time of year)
put a note inside of a sealed envelope and put "FOR UPS" ; real big on the outside, with your note inside the sealed envelope.
Accept responsibility on the note, hand sign and date it, tell them to keep the note and what to do with the package. (what they do many times if the package does not say "signature required", is put package inside screen door, ring the door bell and away they go,; so make sure your envelope is easy to see)

Yes...from the UPS Web site:
To receive your shipment on the first delivery attempt, track the shipment and leave a note for the driver on the scheduled delivery day. The note can instruct the driver to either leave the shipment, or, if a signature is required, deliver it to a nearby neighbor who is home during the day. Other options include having shipments sent to an address where someone is available during the day.
Note that if a signature is required, the driver cannot leave the package without an adult signature.

It really depends on who's sending it to you. Some want a signature before final delivery. Or, when the UPS driver leaves a slip, it will have an option to sign on the back to leave the package.

Wait until you receive the attempt to deliver slip. Write the note on there, OR (and this is better) call UPS with your Tracking Number and provide instructions that way.
It's never a good idea to leave a note saying "Open the window."

Delivered means the driver signed off on it and left it somewhere. You have an action against them if they do not have your signature. Call the person who shipped the tickets as a start and complain to them since they paid for delivery. Then call Fed Ex Corporate Headquarters.

Yes, if you are expecting a package and you know you are not going to be homw, you can call or leave a note on your door.
