Well in my country the only thing close to deer are cows, and none of them cross roads(they r farmed). i suppose that the sign was set up because of previous cases when deer were ran over. The signs are'nt placed exactly where deer cross roads. they are extreemly generalized, many times it means that deers cross thiswhole road

In response to your question, you must realize that before the placement of any Wildlife sign, they first go out and interview/poll that specific wildlife in the area to determine where they find it most suitable to pass the road, or even the most enjoyable, and then promptly place the sign at that point.

However, sometimes they like to be tricky and see how aware the motorists are and pop out maybe 10-20 feet before/past the sign, sneeky little things, i tell ya.

The deer are trained beginning after they are weaned and just prior to setting of the first horns and just after they begin their puberty. Anthing later and they just sluff it off.
