Well, if you want to treat them like a little kid, you can get one of those Firefly phones. The good thing about them is you can trust them with it as an additional line on your contract plan. The phone can be programmed so it can only make and receive calls only from/to people you want them to. This makes a great emergency phone and a great phone for you to keep track of your kid. This is not a phone that is "cool" or one they can jibber jabber to their friends all day on. My concern with adding an additional line to my account with any other phone is that they'll rack up a huge bill. Some carriers will allow you to place spending limits on lines and there are call barring codes you can use on GSM networks but very few people know how to use them and GSM carriers like Cingular don't carry any literature on them and you will have a hard time finding a tech that even knows what call barring is.

Another option would be to give them a prepaid phone. This is what we did. You don't really get a whole lot of minutes for your money, but they can call whomever they want, and anyone can call them. The phones look just like any other phone so it has the "cool" factor. The real selling point here is that it is impossible for them to rack up a bill. You tell them, I'm going to buy you $20 worth of airtime a month. It is up to you to make it last the whole month. If they blow it all in one day, then they're stuck with a paperweight until you refill their airtime next month (or whenever you choose). This will teach them how to manage their airtime and spending. Most every carrier offers prepaid plans. Take a look at T-Mobile To Go, Cingular GoPhone, and Virgin Mobile to start. If you feel that she has been effectively using her prepaid time wisely, you can always bump her up to a contract plan or add her to your contract. She can even keep her same phone number, and if you use the same prepaid carrier that your contract with your phone is through, she would be able to keep the same phone as well.
