I am reading your incomplete qu as saying "What type of person keeps DOING something that is not wanted." Hope this is correct.

An insensitive person.

On who does not recognize that the desires of the other people around them have merit.

One who is so self-consumed that there are no boundaries to restrict behavior.

One who disregards society's constraints, and is willing (or at least tolerant) to accept the consequences of bad behavior.
