Well... Technically, there's no reason to say someone can't make an anime. And I can't see why not be in some other language. Manga and anime basically mean the same thing as comic and cartoon/animation, the terms itself doesn't really specify any origin of the product.
It's just that manga and anime just have a certain image, a certain style and feel to them (and by this I don't mean only drawings) which I can't really pinpoint, that makes anime, well, anime. So far no Americanime, not even avatar, has been able to capture that certain anime essence. It still feels distinctly American (not that that's a bad thing). So we've yet to see anyone else give a shot.

Yes Americans can make anime and manga. The creator of Dramacon and Peach Fuzz mangas were American (well, one was Canadian and the other was American who lived in Florida). And both of their mangas turned out to be great. Dramacon was a best seller after its first manga was made!

Yes, actually the best anime ever was made by two americans.
Trey Parker and Matt Stone are responsible for Good Times With Weapons.
A South Park episode that was done as an anime.
Ironically it was a spoof, but ended up bieng the best anime ever.

americans already make anime/manga, its just the styles of american and japanese cartoons differ, and sometimes anime from japan has better plots.
manga = comic/graphic novel
anime = cartoon
its just that we have our words and pronouncations for them in america but you can make them where ever, and to prove it things like He-Man have started to be released anime style.

even if americans wanted to make anime, and they have, they are not very good at it, the few anime-like shows that they do suck, just goes to show you, stick to what your good at.
