I think it is a tactic. You should be able to give a good pretext for sending troops to occupy Iraq and Afghanistan. Intentionally not capturing Bin Laden is a good excuse to continue occupying those countries and lead the whole world to believe that you are fighting a war against terrorism.

If Bush could have found Bin Laden it would have been done to salvage the last election. He knew that he was going to take a lick'in and couldn't do anything about it.
