It looks to be Luntz's analysis of G W Bush's speech on global warming from the BBC (?).

I didn't see the clip, but assume it is Luntz showing Bushusing his catch or jargon phrase - "that government should help people improve their lives, not try to run their lives" and then it would probably be about George's reaction or his audience's reaction.

This is a problem with transcripts - you lose the visual clues.

Try and track down the video.
