If you're waking up with dry lips, then you might want to put a lot of vaseline on them before you go to bed. Continue to keep your lips moisturized throughout the day as well. Just buy some Chapstick too, it's less than a buck. :) Good luck!

A dry mouth is most commonly caused by breathing through your mouth instead of your nose while you sleep, so try to pay attention to how you sleep. Alcohol and smoking will also dry you out. Also, make sure to stay well hydrated during the day
(drink lots of water), because becoming dehydrated will also dry your mouth and lips out. For your lips, use a bit of chapstick or vaseline at night and it should take care of your problem. I use overnight chapstick (it's in a purple tube) and my lips feel great when I wake up.

Without knowing some more specifics, I can only guess.

Is the dry mouth/lips year-round, or based on a change in climate? If it is, and you're speaking of winter, know that the relative humidity in the winter time is usually lower, especially if it's quite cold where you live. It's the humidity content of the air we breathe that keeps our mouths and lips moisturized.

Since you specifically said in the morning, my guess is that you are breathing low humidity air in at night, through your mouth instead of nose. This could be what's causing your dry mouth and chapped lips in the morning.

Try a humidifier when you sleep at night, and see if this helps from preventing dry mouth and chapped lips.

You are probably breathing through your mouth while you are sleeping which is drying it out. That part about all you can do is close your mouth while you sleep and drink some water before you do go to sleep. Your lips now that one is easy . Rub some vaseline on your lips before you go to sleep and they wont dry out.

You can buy a humidifier at the drug store for $20. Keep it next to your bed and you'll be amazed at how much better you feel in the morning! Just make sure you clean out the humidifier at least once a week with a mild bleach/water solution to kill any bacteria growing in the tank.
