What can I buy for the office grab bag, suitable for men and women, $15 limit, and no gag gifts ?

A medium sized jar of a scented Yankee candle is nice to have if the lights go out. Usually everyone would like it.
You can get a small box of Russell Stover chocolate samplers, which usually everyone would like, but not enough pieces to share with a large group.
A mug with cocoa mix, etc. in a box is generally accepted by everyone.
A cheese/sausage sampler would also be generally OK.
Most of these things can be found in your local shopping mall.

I'd go to one of those Dollar stores and buy
two wine glasses
two coffee cups
a basket to put them in
some imported chocolate
Then I'd go to the store and buy
A small package of coffee, just enough for one pot of coffee
A nice but cheap bottle of wine.
Put everything into the basket and wrap.
Makes a perfect Christmas gift.
I just did that, times 12, for everyone who works for me.
Everyone loved it.
