I have been harrasses several times. They usually just want some money and they will go away. The best story though comes from my brother. He was in Mexico with a friend and his friend was about to be arrested for unknown reasons ( other than he was American ) so my brother pulls out the business card of the lead detective of his precinct and says he will give him a call to straighten this out. Needless to say the cop walked away and apologized. Just watch out. They are poor too and can carry guns ( they are the law )
