Well, take the dollar bill and fold it in half, lengthways.
Start to make a tube with it, rolling from the inside out, while keeping the bottom tighter than the top , LIKE THIS:

now start pulling the top out so that you make pedals. It won't be perfect but it'll save you from having to cut the dollar bills.
You can now go and put some floral tape around the bottom and put a stick on it to make a stem and finish pulling out the pedals.
