It seems to be a partial clog. How can I fix this?

Plunger first and if that does'nt work you might need a snake(steel cable) than can be shoved down..

There are many explanations for this:

Water pressure, if you have replaced the guts of the tank recently then you need to readjust the floater to have the proper amount of water in the tank to be able to flush.

There could be a crack in the line that has reduced the water pressure, if so, the lines need to be replaced.

There could be a tree root that has broke through into the line, in which case again that part needs to be found and replaced.

There could be something in the s trap of your bowl drain, in which case you have three options here:
Put your hand down the toilet and try to pull it out
Use a snake to tear it up and unclog
Or remove the bolts on either side of the bowl, lift the bowl, and clear the trap. (Doing this one means you must replace the wax seal that sits under the bowl atop the drain pipe.)

There could be a leak in your tank, which I am sure you would have noticed because there would have been water all over your floor if that was the case, just in case there was, then the tank needs to be replaced.

There could be a crack on the inner toilet that allows the water to go through it and not down the drain, in which case you would have some water around the base of your toilet and again you would have noticed, in this case the bowl needs to be replaced.

There could be part of your line could have frozen, or was frozen and there is small passage for the water to get through, in which case you would need to either replace the insulation around your lines or put insulation around your lines.

It could also be that your tank guts need to be replaced as the flapper and floater are not cooperating with each other or the flapper is wore out and just does not allow enough water to run through at the speed it needs to, in which case replacing the guts of the tank would be in order.

If your out in the county your septic tank could be full to the top. Plumber or go rent a plumber snake and clean out your line.
Or have your tank pumped out.

if there water coming down from the top of the bowl i had that problem before that the holes where the water comes down was built up with calcium i called the pumper and he just cleared them out with a coat hanger

did it just this when the weather got cold... if so it could be frozen...if it was doing it before that, buy some RID-X and follow the directions on the box... you can get it at Walmart... should be with the liquid plumber...and Drano ...

What did you drop in there? Rocks? Get a plumber, man!!! Or have you by any chance flushed sanitary pads?

Put your hand down there and try to feel what's blocking it.

If this doesn't work, try going poo outside. All natural is the way to go. ;)
