"Parkway" was originally used to emphasize that these roads went through scenic rural areas (parklands). While most roads that are so named (like those in Connecticut and New Jersey) are now very urban, the usage still applies to roads such as the Blue Ridge Parkway and the Natchez Trace Parkway, which are operated by the National Park Service.

Though there are many driveways on which one can drive, the origin of the phrase is that it is a place where drivers arrived when visiting a home.

The key here is the use of the word "Way."

A parkway is the Way to the park. So -- you have to drive on the way.

The driveway is the Way to where you drive -- so you park there, unless you are on your way in or out.
