I think it's because the one's who do the stupid things probably think that they're more "entitled" and "above reproach." A lot of it also has to do with that individual's level of maturity. As in the case you mention, I think that there is a low level of maturity in that person. Apparently she isn't even mature enough to think for herself. She's probably been used to having other people do everything for her, or bail her out of trouble, her entire life. So she doesn't have the common sense she needs when she's on her own to stay out of trouble. As you mention, the attention may play a factor - maybe she thinks she's just "too cool."
But when you take the entire entertainment industry into consideration, luckily it's a small percentage of these kinds of idiots doing stupid things and getting into trouble.

Why? Basic human nature.
Every human being wants to be noticed and deemed important by others. The nature of being a celebrity in today's culture means you're going to be the center of attention and surrounded by a host of smarmy characters - I mean the popular media and press.
For better or worse, a celebrity becomes accustomed to having every innocuous detail of their lives reported and interpreted, re-interpreted, and motives assigned. Under that kind of scrutiny, it's difficult not to believe that every event of your life, every dinner out, every party and nightclub isn't some world-altering event.
Pretty soon, the ego and perception of self-importance inflates to unmanageable proportions. As we often say, one begins to believe their own press releases.
"I really AM that important. I really AM that desireable.", etc.
Every one secretly desires some level of noteriety. The problem with modern celebrity status? As one old Chinese proverb says, "The only thing worse that not getting everything one desires - is getting it."

They can afford to be.Celebrities get away with stupid things all the time because they can pay there way out of it. I mean look at Michael Jackson molesting little kids then paying them money to keep quiet.

its because there stupid dumb-aces! they do seek the attention, i mean nichole richie hasnt been in the news in a while so she had to do something stupid. no they really do it because they think they can get away with it! like snoop dogg every1 knows he smokes weed but no one really cares all to much he has money to do it, and i dont know why people care about them so freakin much they dont give a crap about you unless you go see there movie or listen to there stupid CD's geez people need to get a life!!!!
