The president has a treaty power that is enforceable internationally but isn't enforceable domestically. Technically the president has the power to negotiate treaties with the advice and consent of the senate and a 2/3 vote but the president enters into many executive agreements that have not gone through the full approval process. Breaking these agreements could bring the condemnation of the international community and domestic powers are so great that congress can easily pass laws that full fill our obligations under a treaty.
