On YouTube, if I send a Private Message and then block that user. Does the message still reach them?

I'll refine my question. If I was to send a private message to someone on YouTube and then I blocked them right after it had been sent. Do they still receive the Private message?

As per your action sequence, you'll send the private message first. so the message will reach definitely.

but the blocked user can't reply if he tries after you have blocked him.
