Is there a company that will come out and do this? I basically have a flood in my backyard and porch because they arent' draining

I presume it is 4" plastic pipe. you can snake them, and then run the hose in them to clear pipes. If larger than 4" they can be "jetted" from the street drain. pay more attention to leaves, grass clippings etc... that clog pipes. keep drains flowing by flushing frequently after you get them unclogged.

Buy a bag of soda mix with hot water and pour slowly into drain if that fails call dino-rod

is it the drains that catch runoff rain from the street gutter? Call the city or town you live in and talk to them, they should have a maintenence crew that could come out and do it.
