Bush never had an International policy.. It was wait and see how it goes. His back room boys had a policy of filling their pockets though.

Bush has burned bridges throughout the international community. He has largely ignored the true international threats (N. Korea, Iran) in favor of a pet project that he thought he could win (Iraq) while costing thousands of lives and billions of dollars.
His doctrine of preemptive attack creates new fear and instability in the world.
His appointment of Bolton to the U.N. thumbs his nose at international collective action.
His decision to ignore AIDS in Africa (no family planning aid unless it's abstinance only) could be considered reckless genocide.
The dollar continues to grow weaker against foreign currencies, showing our weakening position in international economics.
His lack of support for international environmental treaties creates serious peril for future generations on this planet.
