help with tony hawk's american wasteland for xbox 360?

i need help with the mission in which you shoot the water baloons at the construction worker to save mega. i hit the guy several times with the baloons but he still makes it to the top of the tower.
i'm not a pro gamer so make it simple!

Hit him faster and harder. There's no trick to it, really. There's only so many balloons you need to throw. After that, give the money bag to Joey B.

Just keep unloading the balloons. I think that you gotta hit him a certain amount of times.
