Well i'm due to get a smog test. I smell oil burning when heater is on while idling. Took it to the shop to get oil changed and they said i have a minor leak and condensation underneath. They said it's nothing major or is it?

I don't think so. My previous car had more than a minor oil leak, and it always passed smogging. (California)

condensation on the bottom is just oil seeping through the oil pan, as longs as your VALVE GUIDE(STEM) SEALS are not what is leaking you should been fine for a smog test.
